NEW DELHI: The Election Commission of India announced on Monday that the second phase of the Special Intensive Revision (SIR) of voter lists will be conducted in 12 States and Union Territories.
The 12 States and Union Territories where the Special Intensive Revision (SIR) will start from tomorrow are listed below :

Puducherry

Chhattisgarh

Gujarat

Kerala

Madhya Pradesh

Uttar Pradesh

Rajasthan

West Bengal
-
Tamil Nadu
-
Telangana

Among these states and union territories, Tamil Nadu, Puducherry, Kerala, and West Bengal are scheduled to hold elections in 2026.
During a press conference held in New Delhi, Chief Election Commissioner Gyanesh Kumar announced that the draft voter lists will be released on December 9, and the final electoral rolls will be published on February 7, 2026.
He further explained that Phase 2 of the Special Intensive Revision (SIR) will include around 51 crore (510 million) voters across the country. The enumeration process, which involves verifying and updating voter details, will begin on November 4, followed by the publication of draft rolls on December 9, and the final electoral rolls on February 7, 2026.
The main purpose of this SIR initiative is to identify and remove foreign illegal migrants by cross-verifying individuals’ place of birth and citizenship details. This step has gained significance due to the recent operations in various states aimed at locating and removing undocumented migrants, especially those originating from Bangladesh and Myanmar.
Additionally, the Chief Election Commissioner clarified that in Assam, where elections are also expected in 2026, the revision of electoral rolls will be announced separately at a later date.
